Record

Listed narrowly for a documented professional-capacity act, not as a principal: in July 1994 Ghislaine Maxwell signed a New Mexico State Land Office appraisal of state trust land leased by Jeffrey E. Epstein near Zorro Ranch. By New Mexico statute (NM Enabling Act sec. 10; sec. 19-7-1 NMSA 1978) such an appraisal must be completed by a "disinterested person" and sworn under penalty of perjury before a notary.

On the form Maxwell swore she had "personally inspected" the tract under State Agricultural Lease No. GM-2791, gave an opinion of value of $300 per acre if sold and $400 per acre for lease, and certified that she was "not interested in said land for leasing or sale." The document was notarized by Harry Beller — the same notary who, sixteen months earlier, notarized Epstein's 1993 power of attorney for the Zorro Ranch purchase.

This register records what the document states — that Maxwell attested, under oath, to being a disinterested appraiser of Epstein's leased land — and draws no legal conclusion about that attestation; "disinterested" is a statutory term of art and no perjury finding exists. Ghislaine Maxwell was convicted in 2021 (US v. Maxwell). Source: DOJ production EFTA00065860 (NM State Land Office Appraisement, July 1994).
